GCC and Pedestrian Safety

The GCC has heard what the community is saying and has been working with the State Highway Administration (SHA) to try to ensure safe crossing of Rt. 3 to both existing and future commercial/retail development in the Waugh Chapel area.

In 2006, the SHA did a study for a pedestrian crossing of Rt. 3 at Waugh Chapel/Reidel Rds.  The recommendation was to install a pedestrian crossing on the south leg of the intersection.

Mr. Brian Gibbons, president of Greenburg Gibbons Commercial that is developing The Village at Waugh Chapel South, has spoken to representatives of the SHA and the GCC about pedestrian crossings. In 2008, a mitigation plan for the Rt. 3 Waugh Chapel/Reidel Rds. was submitted to the SHA. The SHA recommended that the developer install crossings when upgrading the intersection. Along with the south leg of Rt. 3 crossing, some other crossing recommendations were:

Since these last two recommendations are on county roads, permission would have to be obtained from the county.

Mrs. Madonna Brennan, Transportation chairperson of the GCC, said that the use of pedestrian bridges are not envisioned. The crossings would be at grade with electronic crossing signals, and, possibly, safety islands along the crossing (see map). Mr. Gibbons indicated that another crossing for the The Village at Waugh Chapel South, might be put in at Johns Hopkins and Evergreen Rds. While nothing in these plans are final, the review and design tasks are scheduled to be finished by the Spring of 2009.

The GCC hopes that these crossings would be the first two of four. The other two would hopefully be at Rt. 3 and Rt. 424/Conway Rd. and at the Gates of Crofton to the Post Office.

Update. In November 2008 three alternates were proposed for a pedestrian crossing of Rt. 3 at Johns Hopins.
