The yearly increasing rate of damage to the Crofton Country Club golf course and properties on Harwell Avenue -- caused by runoff from impervious surfaces upstream on both sides of Route 424 -- results in erosion, sediment and foreign substance pollution destroying the life of the Patuxent state scenic river and the Bay.
